Housing Rehabilitation Assistance
Do you need financial assistance with making repairs to your home? The Community Development Department has two Housing Assistance Programs that may be able to assist you:
Community Development Block Grant Program – this is a HUD-funded program through Wayne County that offers emergency and non-emergency assistance to homeowners. Residents who qualify (income eligibility guidelines apply) may obtain assistance for roof repairs, furnace replacement, plumbing repair and more. The cost of the repairs

Wayne County Weatherization Program
The Wayne County Weatherization Program provides free home weatherization to low-income residents. Weatherization services include energy conservation services such as insulation and modernizing heating and air conditioning systems. Applicants cannot have gone through the program since 1993.
Each year about 4,000 eligible homeowners and renters benefit from the program. Studies show an average of 15% - 30% reduction in fuel costs. As a result of the 2009 American Recovery and Reinvestment Act, an unprecedented $5 billion in funding will be allocated to the Weatherization Assistance Program. The Department of Energy has increased the income eligibility guidelines and raised the maximum weatherization cost per home from $3,055 to $6,500.
